Preheat oven to 350F. Spray a 8x8 inch baking pan with oil.

Heat oil in a pan over medium heat. Add onion and bell pepper and saute until onion is translucent.

Add diced green chilis, sour cream, and cream cheese. Stir until cream cheese is completely melted. Add salt, pepper, garlic powder, hot sauce, cheddar, ½ cup Parmesan cheese, and corn.

Pour mixture into prepared pan. Top with remaining ¼ cup of parmesan.

Bake for about 20 minutes or until it's bubbly and the cheese on top has melted.

Serve with tortilla chips.
